Architect: RSA Tower a 'spectacular' accomplishment

It rises above all buildings in the state of Alabama. It fits with Mobile's traditional architecture, and it even has a hint of the Chrysler building in its design.

Coupled with a foundation specially designed to handle the relatively soft ground near the Mobile River, the RSA Battle House Tower has plenty to satisfy project architect Jack Blake.

"I've been telling people all along it's going to be a spectacular building," said Blake, project manager for TVS & Associates. Blake and his team began work on the RSA project on Water Street in Mobile about four years ago for the Retirement Systems of Alabama, the state's $28 billion set of pension funds. TVS has offices in Atlanta and Chicago, and in Dubai, on the Arabian Peninsula.

"The vision was to have one of the tallest buildings in Alabama," Blake said by telephone from Atlanta. "They wanted a great building for Mobile, and they wanted a great building for Alabama."

Blake and his colleagues came up with a traditional style that included a base, a shaft and a crown. The base ties the building to the ground, the shaft houses the tenants and the crown provides the finishing touch on top.

"Some of the truly great high-rises are designed that way," he said, citing as examples such traditional structures as the Chrysler and Empire State buildings in New York.

Construction on the 745-foot-tall tower, however, wasn't exactly a piece of cake. The building had to be erected along the Mobile River, in waterlogged river delta conditions. "They hit (sea) shells at 150 feet down," Blake said. "We knew we would have to deal with the foundation (from the beginning)."

To support the estimated 100,000 tons of material that would make up the tower, workers had to drill about 2,000 auger cast piles 120 feet into the ground, sinking them into a stable clay layer that Blake said might have been an ancient river bed. They then laid a 7-to-8-foot-thick concrete mat over the entire site.

Ultimately, the RSA Tower took more than four years to design and build. The project, originally priced at about $162 million, in the end cost about $200 million, he said.

"It came out a little over budget and a little over time," Blake said. "I've been on a lot of projects before, and they're always doing that."

Meanwhile, as if to remind builders of Mobile's unique conditions, several hurricanes interrupted the construction process.

A wind tunnel test performed at a laboratory in Canada, however, had proved that the building could stand up to the winds. Lab personnel built a model of downtown Mobile and placed it in a wind tunnel to test the wind velocity around the building. The RSA Tower should withstand winds of 130 mph, Blake said.

To meet International Building Code requirements, TVS ordered hurricane-impact glazing on the bottom levels - materials designed to resist debris "missiles" in a storm. In addition, the first floor is flood-proof, equipped with flood doors that can be closed manually, much like the doors of a submarine, he said.

Blake, a South Carolina native, has traveled to Mobile about every other week to check on the tower's progress.

"I'm extremely pleased with how it's coming out," he said after an April inspection. "Every time I go down there, it amazes me and awes me."
